Marc Lemaître

Studied at Université Libre de Bruxelles (ULB) and Bruges (College of Europe) and holds a Master in European Economics. He brings 20 years of profound experience in European Affairs, both in the European Commission and in the diplomatic service of Luxembourg. Between 1996 and 2006, he worked in the Permanent Representation of Luxembourg to the European Union, dealing with budgetary, trade and general affairs issues. He joined the Commission in 2007 as Head of the private office of Regional Policy Commissioner, Danuta Hübner, and then her successor, Paweł Samecki. Between 2010 and 2013, he led the private office of Budget Commissioner Janusz Lewandowski. Between 2013 and 2016, he managed, as Director, the Office for Administration and Payment of individual entitlements (PMO). Since September 2016 he is Director-General for Regional and Urban Policy.

Wojciech Kamieniecki

A graduate of the Faculty of Automatic Control and Computer Science at the Silesian University of Technology, Doctor of Economics in the Management Discipline of the University of Szczecin. Manager with many years of experience in managing enterprises and large projects in the telecommunications industry (Multimedia Polska S.A., Nordik Polska Sp. O.o., EXATEL S.A.) and solar projects (Mielec PV S.A.). Expert in the field of evaluation of projects related to the construction of regional broadband networks and last mile networks. Author of a number of scientific publications in the field of development strategies, enterprise management and shaping the value of enterprises. He started his professional career in the business sector at WSK "PZL-Mielec" S.A., where he separated the telecommunications operator from the telecommunications structure and created the company Przedsiębiorstwo Automechaniczny "Centrala" Sp. z o.o. (later: Multimedia Polska S.A. - Mielec Sp. o.o.). Negotiator of contract shapes in the scope of sales, activation and merger of companies. General Director of the largest in Europe project for the construction of a regional broadband network (Internet for Mazovia). In recent years, he has been associated with the Academic Computer Network (NASK), where he co-founded and managed, among others projects for the creation of the National Center for Cybersecurity, the Nationwide Educational Network, NASK's connection with the Institute of Mathematical Machines. In November 2018 he was appointed to the National Council of the Center for Research and Development, where he was the Chairman of the Finance Committee.

Jerzy Kwieciński 

On 9 January 2018, Jerzy Kwieciński was appointed Minister of Investment and Economic Development. On 20 November 2015, Jerzy Kwieciński was appointed Secretary of State in the Ministry of Economic Development. In 2005-2008, he was Deputy Minister of Regional Development. He was directly responsible for coordinating the national development policy and the cohesion policy (National Development Strategy 2007-2015 and the National Cohesion Strategy 2007-2013) and for negotiations with the European Commission. He also participated in the preparation of operational programs. Since May 2008, Jerzy Kwieciński has been the President of the Management Board of the European Center for Enterprise Foundation and the Deputy President of the Management Board of the European Center for Enterprise (a limited liability company).He was an expert of the Business Center Club in the area of regional development and structural funds. He has also provided consulting assistance with respect to the World Bank reports. Jerzy Kwieciński graduated from the Faculty of Material Sciences at the Warsaw University of Technology, where he also earned his PhD degree. In 1996, he completed an MBA program. He has also completed the Postgraduate Management Studies for Executives at the Warsaw School of Economics. Jerzy Kwieciński has worked as a university teacher and a researcher at the Faculty of Materials Science at the Warsaw University of Technology, and has carried out research and development projects in the area of industry. In 1993-2004, he worked in the European Commission Representation in Poland. He is the Chairperson of the Convention of the Maria Curie-Skłodowska University in Lublin. In 2015, Jerzy Kwieciński became a member of the National Development Council appointed by the President of the Republic of Poland.

Małgorzata Oleszczuk 

President of the Polish Agency for Enterprise Development. She has been professionally involved in EU funds for 18 years.She worked at the Office of the Committee for European Integration, where implemented the National Program of Preparation of Poland for EU membership and also participated in the implementation of the PHARE and Transition Facility programs.From 2008, she continued her professional career at the Mazovian Voivodship Office, where she supervised the implementation of tasks of the Intermediate Body in Certification for the Regional Operational Program of the Mazowieckie Voivodship 2007-2013, as well as the implementation of programs dedicated to local government units, including Of the National Program for the Reconstruction of Local Roads and the Program for the Development of Municipal and Poviat Road Infrastructure. She represented the Mazowsze Voivodship in Monitoring Committees OP I&E 2007-2013, RPO WM 2007-2013 and 2014-2020 and the Mazowiecka Working Group on counteracting irregularities and offenses to the detriment of the EU's financial interests.She is a graduate of the University of Warsaw. She completed many courses and trainings in the field of human resources management, public finances, EU policies and funds.

Jacek Szlachta 

Head of Department of Regional and Spatial Development at the Warsaw School of Economics and the Deputy Chairman of the Committee for Spatial Economy and Regional Planning at the Polish Academy of Science. He is also a member of the Scientific Statistical Council at the Central Statistical Office in Poland. His research focuses on: regional policy, European cohesion policy, territorial patterns of social and economic development and the EU’s enlargement. Jacek Szlachta was visiting scholar at MIT (SPURS Programme) and EPRC at Strathclyde University. Moreover he was the Chairperson of VASAB when the first Vision and Strategies around the Baltic was elaborated. Furthermore he was an adviser on Georgia and Moldova on the EU assistance programmes. He was also a member of scientific teams of various ESPON research projects, including European Territory 2050. Apart from that he was the chief of different local teams of OECD and World Bank projects, and he is the co-author of the expert’s Spatial Development Concept for Poland until 2033 and leading expert of many development strategies for regions and cities (Cracow, Szczecin). From 2018 until 2019 he is the chairperson of the Strategic Advisory Forum of the Territorial Reference Framework for Europe 2030 ESPON project.
