Food inspections (the Lubelskie and Podkarpackie Regions)

The basic purpose of the action is to develop solutions minimizing the administrative burden of food sector companies while maintaining the high level of food safety.

Due to practical nature of the initiative, two operational areas have been selected:

  • Improving coordination between inspection bodies,
  • The development of efficient inspection tools (e.g., risk analysis, checklists, instructions for companies), which are not an excessive burden to small- and medium sized enterprises. 

The projects leads to less oppressive, but equally efficient inspection of food producers and processors and improvement of the business environment in the region, especially those regarding micro- , small- and medium-sized enterprises. 

The conclusions of the project will be transferred to the Ministry of Development, the Ministry of Agriculture and Development of Rural Areas, the heads of regions, the Chief Veterinary Officer, the Chief Sanitary Officer, the Main Inspectorate for Protection of Plant Health and Seed Inspection, and the Chief Inspector for Commercial Quality of Agricultural and Food Products.

Schedule

1) Diagnostic phase: IX 2017 – I 2018 

  • The review of data and documents, consultations with inspectors and officers, in-depth interviews with companies from the food sector regarding the conduct of inspections in the Podkarpackie Region,
  • The reference of inspections in the food sector in the Podkarpackie Region to the best international practices,
  • Report with the summary of conclusions on the diagnostic phase.

2) Implementation phase: January 2018 – June 2018 (the implementation phase can be launched earlier)

  • Conducting in-depth workshops with inspectors on key working tools for inspectors (e.g., checklists, guidelines for entrepreneurs, risk analyses),
  • Development in cooperation with inspectors’ proposals on improving tools,
  • Conducting tests of proposed tools jointly with inspectors,
  • Modification of tools on the basis of information collected during the tests, and presentations of achieved results in the final conference.
